Clemency
Clemency contains commutations and pardons. A commutation is a discount in an individual’s sentence. A pardon forgives an individual for the crime they dedicated. A regulation handed in 2019 ensures that those that obtain pardons have their convictions erased from the document.
The governor has broad clemency energy and should use it for any crime however treason.
Gov. Kate Brown took workplace in 2015. She granted 1,144 commutations and 60 pardons by way of February 2022, in line with her workplace.

Commutations issued concerned a juvenile offender convicted of manslaughter who was scheduled to be transferred to the grownup jail system to finish his sentence and a girl convicted of theft and homicide who Brown commuted after 22 years, three years shy of when she would have been eligible to pursue parole.
Pardons issued concerned drug and property crime convictions, an assault conviction and negligent murder conviction.

This era included 912 commutations associated to the pandemic and 41 to individuals who helped struggle wildfires in 2020.
Pardons have been granted to a person convicted of sexual abuse after the witness “fully and legitimately recanted,” convictions for selling prostitution, medicine, driving whereas intoxicated, assault, negligent murder and eluding a police officer, amongst different offenses.
Included on this group of commutations have been seven individuals who obtained conditional releases to participate in a Lane County program for high-risk repeat property offenders.
Amongst those that obtained commutations have been two individuals convicted of manslaughter and 9 individuals serving life sentences for homicide or aggravated homicide; 5 of the homicide convicts have been ladies.
*Brown has not but submitted her clemency report back to the Legislature this 12 months. That report will embrace her clemency actions since June, 26, 2021.
